NATURE OF WORK:
Under the direction of the Executive Vice President/Provost, responsible for the efficient and effective management of the academic and non-academic operations of the region. This includes planning, designing, budgeting, and evaluating all programs, instructional activities and services as well as working with other Vice Presidents and Deans throughout the district. Develops good working relationships with community organizations in business, industry, education and government and represents the College favorably within those relationships.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

•1. Aligns all regional activities with College Vision, Mission, and Strategic Plan.
•2. Overall responsibility for the quality, efficiency and appropriateness of regional services to its customers.
3. Upholds performance standards for regional staff in tandem with District supervisor.
4. Responsible for staff development at the campus including the steady progression in quantity and quality of skills possessed by staff members
•5. Assists division/department administrators in their operational and supervisory duties. In coordination with the other Vice Presidents and Deans, provides overall direction for the planning and development of programs, courses and class schedules to offer programs and courses to meet the diverse needs of the communities served at the respective regions.
•6. In coordination with other Vice Presidents and Deans, formulates, recommends and implements plans, policies, and practices.
7. Responsible for overall campus budget while developing initiatives for efficiencies in staffing and finances.
•8. Develops and maintains public relations support for and awareness of legislative and community matters affecting the College from business and industry, and community and governmental entities located in the campus’ region.
9. Serves as campus chief spokesperson and educational resource for the community in which the campus resides.
•10. Develops and maintains partnerships with other educational institutions, both secondary and post-secondary, to promote transfer agreements, communication, and cooperative planning.
11. Uses appropriate and effective means to communicate to faculty, staff and students on those matters that impact them on the campuses.
12. In coordination with Public Safety and local law enforcement officials, responsible for the review and maintain polices which provide a safe teaching, learning and work environment for students, faculty and staff.
•13. Conducts meetings for administrative staff, councils and committees.
14. Serves on the President’s Cabinet and other appropriate College councils and committees.
15. Prepares reports for local, state, or federal agencies as needed.
16. Provides leadership to the preparation and administration of local, state, or federal grant applications.
17. Maintains a productive working relationship with WTCS administrative and consultative staff, and implements state policies and directives.
18. Performs related duties as required or assigned.
Supervises a Regional Campus including managerial, technical support and clerical staff.
Requires a Master’s degree (Ph.D. preferred) in education, administration, or related field; and five (5) years of increasingly responsible experience in a higher education environment. Experience in a multi-campus setting is strongly preferred. Must be certifiable by the Wisconsin Technical College System. The combination of required education, experience, knowledge, skills and abilities must demonstrate the following competencies:
1. Demonstrated ability to lead in a multi-campus/learning college.
2. Demonstrated ability to effectively work with regional community, governmental, educational, and business and industry leaders
3. Annual budget preparation and adherence for the campus in accordance with College policies; ensures effective operations within those controls.
4. Knowledge of the functions of academic affairs, student services, and regional operations, including sustainability practices, as well as academic support programs and services.
5. Ability to direct and supervise the staff and operations of a multi-dimensional regional campus.
6. Ability to lead and direct improvement processes in a complex organization.
7. Demonstrated ability to lead, manage, direct, and develop staff.
8. Ability to effectively promote the campus.
9. Knowledge and understanding of community college, technical and adult education.
10. Ability to communicate effectively through both oral and written means.
11. Ability to establish and maintain effective work relationships with peers, students, teachers, staff, representatives of outside agencies, educational institutions, and the general public.
12. Ability to convey an image of professionalism and dedication in work related activities.
13. Knowledge of collective bargaining and contract administration.
14. Ability to be innovative and creative with respect to teaching and learning.
15. Demonstrated leadership and management experience and competencies in academic administration.
16. Demonstrated ability to appreciate, understand, and advocate for other cultures and ethnicities.
17. Demonstrated ability to work with students and staff from diverse socio-economic and ethnic backgrounds.
