Provide leadership and management for the Technology, Health Occupations and Workforce division. Departments include Health Sciences; Automotive Technology; Customized Training and Development Services; Education, Human Services and Criminal Justice; Manufacturing Technology; the Small Business Development Center, Workforce Development, and the Harmony and Wilsonville campuses. Integrate college values and goals into strategic planning processes for the division. Manage budget and assigned services, programs and curriculum. Supervise assigned personnel.
- Work collaboratively with the College leadership, division personnel and other College staff to facilitate excellence in instruction within division programs. Advocate for students through instructional programs that promote retention and student success. Work with the instructional and student services leadership team to identify and address campus-wide issues related to student success. Interpret and apply federal and state mandated guidelines.
- Provide leadership in guiding, planning, implementing, evaluating and modifying division programs, processes, services, and operations in alignment with the College’s mission, values, and strategic priorities as well as all instructional standards and procedures, institutional policies and administrative rules, local, state, and federal laws and regulations. Provide leadership and support for innovation, responsiveness, and excellence in division programs, processes, services and operations. Approve program and course development within the division and maintain division curriculum files.
- In partnership with the other Instruction and Student Services Deans, the Dean of THOW oversees curricular offerings and student support services at the Harmony and Wilsonville campuses. The Dean also provides leadership for community education for the service district and for the day-to-day operations of the Harmony and Wilsonville campuses.
- Engage in evidence-based analysis, research, long- and short-term planning, and facilitate strategic discussions with campus groups. Monitor programs to ensure compliance with applicable accrediting bodies. Ensure completion of internal and external reporting requirements.
- Provide leadership, vision, and direction for career pathways and career and technical programs college-wide. Coordinate and facilitate implementation and analysis of program review processes.
- Provide leadership, support and development of courses and programs to address regional business and industry needs. Coordinate and facilitate career services, work-based learning, and flexible and responsive course and program offerings.
- Develop and refine university transfer pathways for programs within the division and in partnership with other divisions. With the dean of Academic Foundations and Connections, provide leadership and coordination of related instruction for AAS degrees. Facilitate implementation and analysis of assessment of related instruction.
- Provide input on institutional vision, strategic planning, assessment, accreditation activities, development of instructional standards and procedures, and direction for instructional programs, enrollment, and student services. Support institutional collaborative decision-making processes and the mission, values and strategic priorities of the College.
- As a member of the College’s instruction and student services leadership team, implement the shared vision and ensure that the educational needs of students and the community are met. Support and facilitate the development and review of programs and services, schedules, budgets, etc.
- Provide daily operational management, supervision and divisional coordination through making job assignments, project management, planning, monitoring and developing budget, consulting with division and campus personnel on issues and projects, problem solving, and communicating issues and priorities to the campus. Direct and supervise employees, including recruitment, development, support and evaluation, and effectively recommend and implement personnel actions. Resolve escalated issues related to students, managers, faculty and classified staff within the division.
- Actively contribute to a work environment that embraces diversity and diverse perspectives and builds constructive working relationships characterized by a high level of acceptance, cooperation, and mutual respect. Facilitate a cooperative and committed culture that supports efforts to establish and accomplish individual, department, division, and College goals.
- Build and maintain effective lines of communication with students, faculty, classified staff, managers, College departments, community partners and the public on behalf of the division and the College. Respond to inquiries from College departments, educational institutions, the community, students, and/or external agencies.
- Effectively represent the College in community service activities and partnerships, state-wide committees, and task forces. Establish and maintain communication and cooperative working relationships with community partners and the public.
- Ensure and promote health and safety in the workplace, follow all safety rules and procedures for work areas. Maintain confidentiality of student and staff records and other sensitive information.
- Perform other related duties as assigned.

MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
- Actively participate on and lead various College committees, projects, and initiatives.
- Provide assistance to other college personnel as workload and staffing levels dictate.
- Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility.
Equivalent to a Master’s degree
and five years experience teaching in a higher education setting
or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the duties. A broad understanding of instructional operations (curriculum, instruction, accreditation, college operations, etc.) Broad knowledge of College policies, community college teaching, general management principles, effective communication, and public budgeting. Effective oral and written communication skills. Knowledge of word processing, spreadsheet and database software applications.
Valid Driver’s License may be required.
Demonstrated administrative leadership experience in progressively responsible positions in an educational/public setting. Experience in business and industry or with career and technical education. Demonstrated excellent management, interpersonal, communication and problem-solving skills combined with a collaborative work style. Experience in a team –based environment. Broad-based management/supervisory experience in a higher education setting. Demonstrated ability to relate to students, staff, and faculty of varied ethnicity, ages, backgrounds and abilities and commitment to a culturally diverse environment. Understanding of the teaching and learning process, the assessment of learning outcomes, and program evaluation.

While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility. Duties involve moving materials weighing up to 5 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 15 pounds. Manual dexterity and coordination are required less than 50% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment.
