June 25 update: the Senate has passed WIOA by a vote of 95-3.
The Senate is expected to take up the Workforce Innovation and Opportunity Act (H.R. 803) this week, as early as Wednesday. The bill is widely expected to pass, at which point it will be sent back to the House, where it is also expected to pass. The legislation is a bipartisan, bicameral compromise between two different bills previously passed by the House and the Senate Health, Education, Labor and Pensions committee. Two amendments will be considered during Senate debate on the bill. The first, introduced by Sen. Jeff Flake (R-AZ), would alter the bill's provisions that outline what governors must do when local areas fail to meet performance targets. The second, by Sen. Mike Lee (R-UT), would reduce Department of Labor funding if it does not complete all the evaluation requirements contained in the bill.
AACC, along with ACCT, has sent a letter to all Senate offices expressing support for the bill and opposition to the Flake and Lee amendments. AACC members are encouraged to contact their senators with a similar message.
